I sail in the SF30 fleet whose scratch boats sail at a PHRF rating of 120-126. Again this year we find ourselves crawling well into the midst of the E-27 fleet which starts before us.
I would suggest starting us BEFORE the express 27s which rate at 129, and who in the lighter breezes typical of the season, tend to get rolled by us MORC types (Olson 911s, Santana 30/30s, Tatan 10s etc).
I am sure the Express guys would breathe a sigh of relief not to have 7000 lb boats doing the 'displacement crawl' square at thier sterns at the leeward mark...

Sounds like a plan! Fortunately, I haven't quite finished with the new SI's, so your plan can still be put in operation.
