Greg, I think your idea has merit and fits into the concept raised by Lloyd Burns. I'm hesitant to embrace it, however, since I would prefer to have fewer but really well attended races rather than a season filled with many underattended races. Based on last season we know we can put 8 and sometimes 10 boats on the line in a consistent fashion. I'm hoping that with a more modest "counter" schedule we might get 12 to 15 boats per race, and that seems well worth the sacrifice of a more inclusive race schedule. I think it's also appropriate to score some races independently--the Big Daddy, Byrne Memorial and Great Pumpkin all seem ideal for independent scoring since they all have their own trophy presentations and are self contained.
Maybe I could warm to your idea if there were a minimum number of fleet boats in a regatta to qualify. For example, if we made the cutoff 8 boats or more we know we would be fielding competitive and representative boats on the start line. Fall below the threshhold and you get a practice race instead of a counter.
Keep up the ideas and let's find out what the racers in the fleet want.
