Hi Paul,
What you can expect when you come down to sail in the Gorge is a great time (just ask Dennis or Dan). We sail off the beach on the east end of the Cascade Locks marina. It's a beautiful park with camping, showers, and a small store. Parking is right next to the beach and a dolly is highly recommended for launching. There is no charge for parking or launching. Camping is $8 a night.
If you want to sleep indoors, there are a number of good cheap motels within walking distance of the marina. If you're looking for something a little posher, the Skamania Lodge is just across the Bridge of the Gods (but you'll have to pay sales tax of course).
The water is cold now but will be getting warmer soon. By July, it's like a swimming pool (albeit a very choppy swimming pool).
As far as tips on sailing in the big wind and current, I'll leave that to the experts (Mike? Dennis? Dan?). All I know is you have to hike 'til it really hurts. But the downwind ride makes it worth every minute.
