This is part of a note I got from the chairman of the local PHRF board. It
is a dramatic change in what the same board came up with in January.
Regarding your boat. If you added an A-sail to your boat you would NOT receive a change in your rating from where you are today. You will, most likely, be reviewed after a handful of races and if the Board were able to discern a notable difference you would receive a commensurate rating hit.
As I see it, according to the PHRF rulebook this is the ONLY way to make this assessment. The rulebook states that the Board must handicap boats based on OBSERVED PERFORMANCE. As I see it, the Board does not have the right to estimate how fast they think your boat would sail.
