  Actually, some minimal advertising is allowed under Category A. Read RRS Appendix G 3.1(f):

The organizing authority ... may permit or require the display of an advertisement of the event sponsor not larger than 0.27 meters sq...

(I just took that Race Management seminar & missed this one on the exam ;)
