In two minutes I can point you to what you want to know so here goes:

One-Design Classes [Reg. 20.4]

  1. If Olympic Class then automatically Category C (unrestricted advertising).
  2. If an "ISAF Class" or a "Non-ISAF Class" then the class association decides what category. If the class association does nothing then the default is Category A (no advertising beyond sailmaker's marks etc.).

Handicap/Measurement Boats [Reg. 20.5]

The National Authority decides. If no decision is made then Category A is the default. If the National Authority decides on Category C then it may impose additional restrictions on advertising (but not more stringent then Category A).

When we talked the other day I said I thought that SoCal PHRF had a role. I was mistaken. Under the rest of the rulebook, SoCal PHRF is the relevant "class" but under the ISAF Advertising Code that "class" is ignored in favor of the National Authority. I do not know if US Sailing has acted yet. I don't think so as I am aware that a "Working Party" was recently appointed to look into the issue and advise the Executive Committee and Board of Directors.
