They have not yet been published yet. The hope is that they will be available later this week.
The Advertising and other new ISAF Codes went into effect on Jan. 1st and were released separately (they will also be included in the back of the rulebook). They are at http://sailing.org/regulations/isafcodes.html
I will do a short piece on the decisions for classes to make in the next several weeks. In the meantime, hold your breathe. April 1 is still a ways off.
