No, this is not a rating for all Santana's. I order to get a rating you first need to go to your local board and tell them you intend to race with one and you get a local rating. But the first thing they are going to do is see what happened in other areas and that could become your rating also. Now if my rating is good then it helps you. But you are right once you accept the rating you have it for all races even the ones that you never pull out of the bag. So even though my efforts are strictly for my boat it impacts all the fleet members who might want to use the sail in a phrf random leg race.

  I wouldn't want to take a hit across the board for all the 30/30s assuming that we will all have A-sails for PHRF. I was assuming the A-sail rating would be only if you had one, similar to an oversized pole, etc., for each boat. Unfortunately, you can't have it both ways once your boat is rated that way.

  This is a hot button for PHRF since the fixed -6 seconds was just removed last year. Might want to give it a year and let somebody else do the initial battle. Based on my observations in San Diego, PHRF tends to hit you hard for anything like this without race data and you can't get race data without the rating- Catch 22. Like someone said, even if you don't get hit and do well, then you will be reviewed. Not sure you can win here without fighting it for a few years.
