As I understand it, the remeasurements are only required if you have
sails with dramatic roach curvature: e.g. fat head mains or jibs
with positive roach curvature. Those types of sails have been
providing certain boats with unmeasured sail area and this is an
attempt to capture that information.
There have been several clarifying messages about this subject from the handicappers. Doesn't seem like a big deal to me.
